About Hawke's Bay Regional Council
Hawke's Bay Regional Council is a regional council: it owns 27 flood-control and drainage schemes (incl. the Heretaunga Plains) — stopbanks, floodgates, pump stations and buried drains — plus monitoring bores. It does NOT own three-waters reticulation, which the district and city councils run.
