About Horizons Regional Council
Horizons Regional Council is a regional council: it owns flood-protection and land-drainage schemes across Manawatū-Whanganui (stopbanks, floodgates, pump stations, drains) plus monitoring bores. It does NOT own three-waters reticulation, which the district and city councils run.
As a council operator, Horizons Regional Council is responsible for stormwater across its district. Anyone planning excavation work - building, fencing, landscaping or trenching - must identify and protect their underground pipes before breaking ground.
